The military flights are only in that airspace for noise abatement to let the wealthy people in Georgetown have some relief from low-altitude helicopter operations. There are very safe routes the military could use that overfly some very influential donors to politicians, donors who don't like the noise that comes from living near an airport and a military installation.

Someone in that group might not want those alternate, safe routes to be explored, betting that a repeat crash won't happen in their lifetime.

Is ignorance of the content of a bill an excuse for voting for a provision that is so heinous? Shouldn't any last-minute additions be suspect?
